What is Long Term Visit Pass?

Singapore welcome many working professional expats who like to bring their family members over while working comfortably in Singapore. Singapore’s LTVP allows some of these family members an opportunity to live in the city. The Long-Term Visit Pass (LTVP) is catered for individuals in the capacity of common-law spouses, stepchildren, or children with disabilities who are related to an Employment Pass or S Pass holder. Pass holders who earn over S$12,000 can also get a pass for their parents. An LTVP is also issued to foreigners that want to stay in Singapore for more than 30 days.

To apply for an LTVP, the applicant must be sponsored by a Singapore citizen or permanent resident who is either a spouse, parent, child or grandchild. The sponsor must also meet certain eligibility criteria, such as income and housing requirements. The application process for the LTVP can be done online or at a Singapore embassy or consulate overseas, and typically takes several weeks to process.

How Many Types of Long-Term Visit Pass (LTVP) Are There in Singapore?

There are a few types of LTVP available in Singapore – issued by either the Singapore Immigration and Checkpoints Authority (ICA) and the Ministry of Manpower (MOM).

1. LTVP Issued by the ICA

The first type of LTVP is issued by the Singapore Immigration and Checkpoints Authority (ICA). It works like an extension of a current Short-Term Visit Pass. It is available to foreign visitors who want to stay in Singapore longer than the 30 days that the Short-Term Visit Pass allows.

What Is Long Term Visit Pass Plus (LTVP+)?

LTVP+ is a pass issued by ICA which allows holders to stay in Singapore for three years, and can be subsequently renewed for up to five years per renewal. This is applicable to spouses of Singaporean citizens or Permanent Residents. LTVP+ holders can enjoy health and employment benefits.

Nonetheless, LTVP+’s eligibility conditions include having at least one child who is Singaporean. If you do not have a child, you could still be eligible if you have been married for at least three years.

Who Can Apply for Long Term Visit Pass Issued by ICA?

  • Spouse of a Singapore Citizen or Singapore Permanent Resident (PR)
    A foreign spouse under the sponsorship of a Singapore Citizen or Singapore.
  • Unmarried child under the age of 21 of a Singapore Citizen or Singapore Permanent Resident (PR)
    An unmarried child under the age of 21, who is a legally born to or adopted by a Singapore Citizen or PR
  • Parent of a Singapore Citizen or Singapore Permanent Resident (PR)
    Parent(s) of a Singapore Citizen or PR under the sponsorship of their Singapore Citizen or PR child. The Singapore Citizen or PR sponsor must be above 21 years old.
  • Graduate from an Institute of Higher Learning seeking employment in Singapore
    A graduate from an Institute of Higher Learning who is seeking employment in Singapore. No sponsor is required for the LTVP application.
  • Mother or Grandmother of a young person studying in Singapore on a Student’s Pass
    The mother or grandmother of a Student’s Pass holder studying in eligible schools in with the support of a local sponsor, who is a Singapore citizen or Permanent Resident (PR) above 21 years old.
  • Visitor seeking permission to give birth in Singapore
    A female visitor who is going to give birth in Singapore, with the support of a local sponsor, who is a Singapore Citizen or Permanent Resident (PR) above 21 years old.

How to Apply for Long Term Visit Pass Issued by ICA?

The sponsor (Singapore Citizen / Permanent Resident) will need to submit the application of the Long-Term Visit Pass online via SingPass at ICA’s e-Service.

For instance, if your spouse is a Singapore Citizen / Permanent Resident, then your he / she will serve as your sponsor. All sponsors must be above the age of 21 years to be able to submit an application for you.

If you do not have a relative who is a Singapore Citizen / Permanent Resident, you need an authorized agent, strategic partner or other local partner with a SingPass account to help with the application.

When Can I Apply for Long Term Visit Pass Issued by ICA?

First-time applicants who need to apply for an LTVP must have at least 10 days remaining on their Visit Pass. Visitors to Singapore must have a valid Visit Pass at all times during their stay. They must also have a passport issued only in their name.

2. LTVP Issued by the MOM

Another type of LTVP is issued by the Ministry of Manpower (MOM). This is applicable to the family members of foreign employees who are not eligible for the Dependant’s Pass, but wish to live with their family members in Singapore.

What is a Dependant’s Pass (DP)?

A Dependant’s Pass (DP) is issued by MOM to selected family members of Employment Pass, S Pass holders, EntrePass holders or Personalised Employment Pass (PEP) holders. Dependant’s Passes are valid as long as the holder of the main Singapore work visa is actively working in Singapore. DP pass holders can live, enter and leave Singapore freely without having to apply for separate Singapore entry visas.

Who Can Apply for Long Term Visit Pass Issued by MOM?

LTVP issued by MOM is for eligible Employment Pass or S Pass holders to bring certain family members to Singapore if they do not qualify for Dependant Pass. The Dependant Pass and the LTVP for family members of foreign employees are both issued by the Ministry of Manpower.

Under this category, foreign employees can bring their family member to Singapore with an LTVP if they meet these requirements:

  • Employment Pass (EP) or S Pass holders who earns a minimum fixed salary of $6,000.
  • The sponsor (employer) has to be a Singapore-registered company.

They are allowed to bring their:

  • Common law spouse.
  • Unmarried handicapped children aged 21 and above.
  • Unmarried step-child under 21 years old.
  • Parents – only for those earning a fixed monthly salary of at least $12,000.

How to Apply for Long Term Visit Pass Issued by MOM?

Your employer or an appointed Employment Agent (EA) will have to submit the application on your behalf at EP Online (available at MOM’s website).

During the application, your family member does not have to be in Singapore as the application is being processed.

When to Apply for Long Term Visit Pass Issued by MOM?

You can apply for the LTVP when your family members are already in Singapore with a regular Visit Pass, at least 10 days before the Pass expires

You do not need to be physically present in Singapore whilst the application is in process. Nevertheless, there may be instances where you and/or your sponsor may be required to attend an interview or submit additional documents during the processing of LTVP.

If the renewal of your Long-Term Visit Pass (LTVP) application is in process and your current LTVP is expiring, you will receive an email notification on the auto-conversation of your LTVP to a Short-Term Visit Pass (STVP).

The application will be processed within six weeks when all the required documents are submitted. Some applications may take more than six weeks to process.

For spouse of Singapore citizen who did not submit a Pre-Marriage LTVP Assessment (PMLA), the LTVP application will be processed within six months. If you have provided a Pre-Marriage Long-Term Visit Pass Assessment (PMLA) before your LTVP application, you can cut down the process to six weeks.

The cancellation of a Long-Term Visit Pass (LTVP) must be mutually agreed by both the LTVP holder and the sponsor. Both are required to be physically present for the cancellation at ICA Building. After which, the LTVP holder will be issued a short-term visit pass for him/her to make arrangements to leave Singapore upon the cancellation of the LTVP.

You can submit another Long-Term Visit Pass application for ICA’s consideration if there is any change in your circumstances from your previous application(s).

Dependant’s Pass (DP) is issued to dependants of eligible work pass holders by Ministry of Manpower whilst Long-Term Visit Pass (LTVP) is generally issued to dependants of eligible Singapore citizens/Singapore Permanent Residents by ICA.

LTVP+ comes with a longer validity, three years in the first instance and up to five years for subsequent renewals. LTVP+ holders will enjoy employment benefits, subsidies for Continuing Education and Training (CET) courses supported by SkillsFuture Singapore and healthcare subsidies for inpatient services at the Public Hospitals.
